California State Friendship Committee is a 501(c)3, that was established in 1999 and registered in 2002. It grew out of an interest in exploring opportunities and building relationships between California and other countries through in-person delegation visits, official meetings, and rich cultural exchanges. The first official delegation was led by Democratic Senator John Burton, Republican Senator Jim Brulte, and Republican Senator Ross Johnson. The cities visited were Nanjing and Shanghai.

Since that time, California State Friendship Committee (CalSFC) has taken more than 20 delegations on international trips, paving the way for economic, education, and environmental collaboration leading to development of mutual respect and understanding best achieved by such personal outreach and connection.

Notably, Senator Jim Brulte joined a total of five of the annual delegation trips with CalSFC.
